Past Experience

Achievements: Over 10 years as CEO of Fayetteville PACT, influencing city-wide policy changes for policing reform and community accountability. Recipient of the Community Leadership Award from NC A. Philip Randolph Institute (2022). International Impact Award–winning author and national speaker on trauma, recovery, and justice. Instrumental in securing FEMA disaster aid for vulnerable communities after major hurricanes and wildfires. Policy reform advocate at the federal and state level, including work on: Reauthorization of the Lautenberg Amendment. Expansion of the Violence Against Women Act to include LGBTQIA+ and teen survivors. Former public arts commissioner, expanding creative inclusion for marginalized communities in Fayetteville. Responsibilities: Responsibilities CEO & Co-Founder, Fayetteville PACT (Police Accountability Community Taskforce) Led local policy reform campaigns focused on public safety, police oversight, and youth engagement. Organized community forums, town halls, and response teams following critical incidents. Advocated for increased civic transparency and equitable public resource distribution in District 7. Chair, City of Fayetteville Board of Commissioners for Public Arts Oversaw initiatives to promote arts, culture, and civic identity throughout underserved areas. Collaborated with local government and community leaders to support inclusive public spaces. Federal Civil Service – Fort Bragg (17 years) Managed civilian personnel policies and grievance resolution. Coordinated hiring practices and compliance initiatives within the U.S. Army HR framework. Supported service member and family welfare programming with a focus on retention and development. Disaster Relief & Emergency Response Coordinator Coordinated regional relief for Hurricane Florence, Irma, Matthew, and Harvey. Managed logistics and communications for FEMA during natural disasters across NC and CA. Who I'm Running Against

Brenda McNair (Democrat Party)

ouncilmember Brenda McNair is in her second term representing District 7. She has been a long-time resident of Fayetteville and a local small business owner for over 35 years. Although registered as a Democrat, McNair firmly states she is not tied to any political party or particular interest. She believes the Fayetteville City Council is nonpartisan for good reasons. She also believes Fayetteville deserves unbiased leadership and elected office.

J'KWAN DA'VONTE' FULMORE (Democrat Party)

The speaker, drawing from personal experience across the country, highlights a deep understanding of communities that have been overlooked and underserved by the system. They’ve actively supported neighbors, mentored youth, and connected with those rebuilding their lives. Frustrated by being unheard and unrepresented, they are running for Fayetteville City Council in District 7 to shift focus from control to community. Their campaign centers on people over politics, aiming to prioritize funding for essential community resources, support reentry programs, reduce violence, and invest in youth empowerment. This grassroots campaign is about giving voice and platform to those who’ve long been ignored—because, as they state, "Everybody Deserves A Seat At The Table."
